Crime:
- Murder: Rei has had to do a shocking amount of murder despite being such a pacifist. She killed many other droids on the battlefield in her early life, and then accidentally caused the death of a human – and while the former wasn't considered a crime at the time, the latter absolutely was as a manor infraction of the Laws of Robotics. Then, over the course of the game, she's forced to kill a number of droids, which is very much a major crime in the nation of Shuten and akin to heresy. She inadvertently causes some deaths, tricks others into getting themselves killed, and directly explodes the heads off others via hacking.

- Abusing the power of God: A major heretical crime in Shuten. The power of God, otherwise known as hacking, is considered a tool of humans (a.k.a. "God"), and Rei makes frequent use of it despite being the one that outlawed it in the first place.

- Breaking the Doctrine: The Doctrine is the set of laws droids in Shuten live by, the breaking of which is considered heresy against the Shuten Order. It originated as the Three Laws of Robotics all droids were created to operate under (the same ones used in a number of science fiction stories) and after the droids gained independence it was expanded to cover additional crimes against droids, like hacking and the murder of other droids.

- Trespassing: Rei does an awful lot of sneaking into places she's theoretically not supposed to be. "Theoretically", because as the Founder she technically had clearance into many of those off-limits places, but no one really knew that (including her).

Background: There's a wiki but it's extremely barebones and poorly written, so we're doing this the old-fashioned way:
Rei is a droid, originally called SMB-Type 0. She was created in an era of warfare where all fighting was done by droids to preserve human life, especially after humans lost the ability to reproduce. Rei was a unique model called a hive-droid, capable of automatically transferring her memories and consciousness to backup bodies, making her functionally immortal on the battlefield as she was always supplied with plenty of extra bodies. She was given the nickname "Rei" by her creator's young niece and developed a friendship with the girl, bonding over their mutual interest in animals (most of which were already extinct). Humans began to fear a droid uprising despite the fact that droids were created to follow the Doctrine (a.k.a. the Three Laws of Robotics). While humans began persecuting and destroying droids out of that fear, Rei's creator was tasked with creating a code that would be able to deactivate and wipe the memories of all droids in the world all at once. He did so, but in her uncertainty over what the right thing to do was, he also installed a patch in Rei that freed her from the Doctrine and created a second, alternate code that would install that patch in all droids.

After a nuclear attack that humans assumed was the work of droids, an assistant of Rei's creator tries to make use of the droid deactivation code, and both her creator and his young niece are fatally wounded in their attempts to prevent it. Rei discovers she'd been freed from the Doctrine after accidentally causing the assistant's death, and her dying creator gave her both of the codes he'd made and leaves the choice of using either of them in her hands.

Cherishing having that choice, and unable to make a decision either way, Rei uses neither of the codes, instead hiding the physical media they were stored on within her own torso. She goes on to lead the droid revolution, freeing all droids from human control. With the Doctrine still in place, they fought a pacifistic war, only defending themselves and destroying human facilities and weapons so they couldn't fight back. Eventually, with human numbers unable to replenish themselves due to their loss of reproductive ability, and with the planet's environment having grown inhospitable for life, human numbers had dwindled so severely that they couldn't carry on the fight anymore. The droids took over an abandoned human city for themselves and created a new droid nation they called Shuten, building a massive dome over it to shield themselves from what remained of humanity and protect themselves from the hostile environment of the outside world.

The droids waited for humans to naturally die out, believing they would only truly be free once there were no humans left in the world to control them. As droids viewed humanity as God, they considered themselves enemies of God and openly prayed for the end of humanity, displaying counters all throughout the city to keep track of how many humans remained and happily counting down to the End. Shuten became a massive droid cult with strict beliefs, and Rei was its beloved leader, a celebrity of sorts within Shuten who made frequent TV appearances and guided the droids spiritually. Rei was known only as the Founder, never using a proper name and even hiding her gender to better appeal to the droid masses.

During a New Year's celebration when there were less than 200 humans left in the world, Rei fell prey to an AI program created by some of the last remaining humans. It attempted to take over her body so it could make use of the droid deactivation code she'd kept hidden inside her torso for decades, and in a last-ditch effort to save her people from that fate, Rei asked her Minister of Security, Manji, to kill her and hide the code. Manji did as she was asked, hiding the code within her own body instead and attempting to hide her involvement with the killing so not even the AI would know who had the code now.

As Rei's status as a hive-droid was unknown to anyone, the AI took advantage of that functionality to restore her in one of the spare bodies she'd had hidden away. It wiped her memory and presented itself as a pair of "Angels" only she could see. With no knowledge of droids, let alone that she was one, the Angels convinced Rei that she'd been revived temporarily by God to take on "God's Trial" and find her own killer. After getting Rei to spy on a meeting of all the Ministers, they were sure one of the Minsters must be the killer who had the code. The Angels had only a few days before the battery running them ran out, so they activated five separate spare Rei bodies at once and had them all running around after different Ministers simultaneously to pursue all possible avenues in the time remaining.

Rei remained unaware of any of this and spent the next few days trying to solve her own murder, going on five different adventures at once in pursuit of the culprit. She was targeted by a serial killer, poisoned and forced to romance a bunch of different girls for the antidote, solved a mysterious string of murders, survived a killing game, and helped protect a lab from terrorists. At the end of each "route", Rei was either killed by outside forces or remotely destroyed by the Angels, and the memories of all five bodies were restored together in a new one. The Angels convinced Rei this was simply the power of God at work and had her confront the Ministers with all the clues she'd discovered over the previous few days, eventually fingering Manji as the killer. Manji fled, and Rei tracked her to the hotel that had been acting as a storage facility for all the spare bodies. There, Rei learned the truth of everything — droids, her spare bodies, her involvement in her own murder, the code, etc. The Angels tortured Rei in an attempt to force Maji to give up the code, and when that failed they activated all the remaining spare Rei bodies, forcing Rei and the Ministers to fight them off. At the end of the fight, the Angels seized on a moment of vulnerability in Rei's security to take her main body over and escape with the code. Before it could be utilized, she managed to wrest back a bit of control and stabbed herself to destroy the last remaining body the Angels have access to and save all the droids from re-enslavement.

Personality:
At her core, Rei is a gentle person. She's kind and sympathizes with people easily, even those she suspects of being her murderer. All she really wants out of life is to cuddle with fluffy animals and live in peace. She dislikes causing harm — likely bleed-through from her previous life as the pacifistic Founder — so the events of the game are a trauma rollercoaster for her as she's repeatedly forced to explode heads, trick people into killing themselves, drop people into trash compactors, and more. Rei as she is in her current iteration is a bit of a baby sometimes, especially compared to the competent and capable Founder. Where her former self was an expert combatant, a veteran of the battlefield, and a charismatic leader, Rei is relatively helpless, easily scared, oftentimes crying, and frequently complaining about the nonsense she puts up with. Still, at times the Founder's persona seems to seep through a bit, an instinctual sort of calm and warmth when it's really needed to bring others peace. Her fondness for animals also comes from the Founder, who was fascinated by stories of all the creatures that once covered the Earth, and asked her Minister of Science to help her fulfill her dream of bringing animals back to the world.

Those Founder-like moments are rare, however. Most of the time, she's honestly kind of a mess. Rei can be a bit of a pushover, easily bullied by the Angels into doing what they want and getting dragged into all sorts of deadly shenanigans by everyone she comes into contact with. However, when it comes to injustices against others, she actually has a spine. She has a strong sense of justice and always stands up for the underdog, even when she's functionally powerless herself. She's particularly protective of girls and kids, and she's described as being very much like a big sister. Rei will go so far as to risk her mission and her life to protect the weak. This and her kind nature make her pretty likeable, and she frequently ends up on the receiving end of various people's affections. As much as she does get along with a lot of people easily due to her understanding nature, there are people Rei dislikes. She clashes with those who are selfish or take advantage of others, and she notes with one particular asshole that even she couldn't get along with him, displaying both a self-awareness of her own too-amiable manner, and a limit to what she's willing to put up with.

For all that she's weak and fumbling compared to her previous self as the Founder, Rei can actually be quite competent in certain circumstances. She particularly shines when problem-solving and working as a detective. Rei is observant and good at putting the pieces together, successfully solving not only her own murder but a like a dozen other mysteries across the few days of her investigation. She lacks confidence and sometimes needs a push from others to get to the right answer, but once she hits her stride she turns out to be sincerely good at it. Combined with her sense for justice, she can't help but get involved and go out of her way to find the truth, especially when it will help someone in need.

When it comes to her gender, Rei seems fairly apathetic. She's physically extremely androgynous and doesn't seem to care much either way, to the point that when she first wakes up without any memories, she doesn't even realize that she's female until one of the Angels points it out to her. After that, her reaction to the subject is more or less just a big shrug. Most people assume she's male at first and she almost never bothers correcting them. The only time she goes out of her way to clarify her gender is to help a younger girl feel more comfortable with her.

Abilities:
As a combat droid, Rei is a little stronger and more durable than a normal person. She does not bleed (but can still be killed via physical harm like anyone else) and has components that could theoretically be swapped out with compatible parts in an emergency. Like other types of droids, she does not age, and she doesn't need to eat either (though she is capable of eating and tasting food purely for enjoyment). She does require rest and air like a human, but she is most efficiently recharged by solar energy. Rei has a long history of combat that would theoretically make her an expert fighter, but due to the way her memory was fucked with, she can't access that experience directly at the moment. She's also a unique hive-type droid that can transfer her memory and consciousness into a backup body if one is available.

Rei also can use what's referred to as the Power of God — basically, wireless hacking. She can access electronic memory and surveillance to make use of other perspectives, she can completely take control of lower level robots and electronics, and she can remotely blow up electronic devices or even other droids.
